Mr. Bruce L. Balshone
Director of Planning Services
When he founded Pacific Resources Engineering & Planning in 1992, Mr. Balshone set out to bring his extensive municipal experience to the private sector. He had worked extensively in both advanced and current planning services for the Bay Area cities of Brisbane, East Palo Alto and San Bruno, and yearned to bring that knowledge to his prospective clients.
Years later, our clients are still reaping the benefits. Mr. Balshone continues to drive the strategic vision of Pacific Resources, including our unique synthesis of governmental and media relations with land-use planning and civil engineering. He currently heads our Governmental Relations and Planning Services practice areas.
With over three decades of experience, Mr. Balshone has developed a solid reputation for delivering effective solutions to his clients throughout the Bay Area, with a specialty in public and governmental relations for community organizations and land development firms. His deep understanding of California and local municipal land-use and environmental regulation helps him achieve his client’s desired results, from a simple entitlement permit to a general plan amendment to an Environmental Impact Report or Study or the development of a grass-roots organization.
Prior to establishing Pacific Resources Engineering & Planning, Mr.
Balshone gained considerable experience working with public agencies in the
San Francisco Bay Area, gaining a detailed knowledge of their planning operations.
His work has has been published in two books concerning the planning and design
for of bicycles as transportation. (Click

of Oregon and was accorded the degrees Master of Landscape Architecture and
Bachelor of Science in Sociology during his tenure at the University.
Mr. Jay L. Hallberg
Director of Engineering Services
Mr. Hallberg is a civil engineer with a broad background in both the public and private arenas. Mr. Hallberg's experience is comprised of an extensive range of services, including land development, land surveying, subdivision plans and processing, general inspection and residential engineering.
After many years as a engineer for the City of San Rafael, Mr. Hallberg founded his own engineering consulting firm, J.L. Engineering, in 1987. His duties as a private consultant have included project management, supervision and construction management and design and construction monitoring for land development projects. He offers clients his expert knowledge about municipal public works operations and a superior civil engineering background.
In 1992, Mr. Hallberg became associated with Pacific Resources Engineering & Planning as head of the Engineering Division. In this capacity, Mr. Hallberg provides his exceptional project management and civil engineering background to our clients.
